KUALA LUMPUR: Infrastructure projects in the 11th Malaysia Plan (11MP) are based on the people's needs and not for selected states, said Minister in the Prime Minister's Department Datuk Seri Wahid Omar.
He said as the 11MP aims for inclusive growth, all Malaysians, whether in cities or rural areas, would benefit.
"We certainly do not practise 'pilih kasih' (favouritism), it is all based on needs.
"We introduced the creativity index, the tool for us to measure and enable us to prioritise one project over another," he told reporters here today when asked whether the Federal government was being selective as Penang state is not listed as a beneficiary in the 11MP.
He said the government would evaluate and quantify the benefits of any given project based on the cost of the project, including the opportunity cost of capital.
He cited a road construction project aimed at enhancing connectivity from Kuala Lumpur to Kelantan, an opposition state, and expansion of the Kota Bharu Airport in the state capital.
"We do not discriminate against opposition states as obviously it is all based on priority on the creativity index that we have set," he said.
